For some reason it wont let me download it on android. It keeps saying i cant open this.
Try a different APK file, corresponding to your device.

I have tried all android versions and they all say the same thing "cannot run file"
You need to extract it using a zip extractor i use rar extractor pro
It could also be your WiFi. If the APK says forbidden try a faster WiFi
How are the APKs different?
and most importantly
is this a standalone alt version?
or is the halloween event present in the base game as well?
No difference, some just run better on different devices. This is stand alone, here only.
